The production link is the source of the standardized development of the three-wheeler industry, which directly determines the safety performance, quality standards and compliance attributes of vehicles, and serves as a core focus of market supervision. Formal three-wheeler manufacturers shall strictly abide by national industry standards and MIIT (Ministry of Industry and Information Technology) management requirements, implement full-process standardized production behaviors, eliminate industry chaos such as illegal production and low-quality mass production, and consolidate the foundation for the industry's development.
In terms of qualification and standard implementation, manufacturers must obtain legal production qualifications, be included in the MIIT announcement of road motor vehicle manufacturers and products, and ensure all mass-produced models have 3C certification and fully comply with the latest national standard parameters specified in GB 17761-2024. In the production process, the manufacturing of non-standard and over-standard vehicles is strictly prohibited. Manufacturers must strictly control core indicators including vehicle curb weight, maximum speed and battery parameters, and ban the production of uncertified, substandard and assembled low-quality three-wheelers to prevent unqualified products from entering the market from the source. Meanwhile, new and existing manufacturers shall meet the requirements for production capacity, equipment and testing systems, be equipped with a sound digital production management system and professional laboratory testing capabilities to ensure controllable quality and compliant parameters of all factory vehicles.
In terms of production process and parts control, enterprises shall adhere to original factory standardized production, assemble vehicles strictly in accordance with model design drawings, and adopt compliant original core parts including batteries, motors and brake systems. The use of refurbished, inferior and non-standard parts for vehicle assembly is strictly prohibited. Unauthorized modification of original vehicle structures such as frame size, carriage specification, speed limiting devices and brake systems is forbidden, and the mass production of models available for refitting, speed increase, width and height expansion is banned. For different types of three-wheelers including cargo, passenger and mobility models, manufacturers shall accurately match corresponding production standards, distinguish the attribute of motor vehicles and non-motor vehicles, clarify product positioning, and avoid confusing model attributes and misusing parameters.
In terms of factory traceability and quality assurance, enterprises shall establish a complete product traceability system to fully record and archive the production batch, part models, test records and factory information of each vehicle, realizing full-life-cycle product traceability. All vehicles must undergo comprehensive safety tests covering braking, lighting, endurance, stability and load-bearing capacity before delivery, and unqualified products are prohibited from being sold. In addition, enterprises shall standardize the management of product certificates and labels, truthfully mark vehicle attributes, parameters and purposes, avoid blurring the boundary between motor vehicles and non-motor vehicles, and refrain from falsely labeling product parameters, so as to ensure authentic and compliant product information and provide a legal basis for subsequent sales, registration and road operation.
Furthermore, manufacturers shall actively respond to industry supervision policies, cooperate with special inspections conducted by market supervision and industrial and information departments, take the initiative to phase out backward production capacity and illegal production lines, continuously optimize production processes, and promote the upgrading of three-wheeler products toward safety, standardization and refinement. They shall eliminate undesirable industry behaviors such as low-price inferior competition and illegal mass production, and maintain a fair and orderly industrial order in the production sector.
